		<description>I am delighted to see HRF tackle AFRICOM. I would also like to see some critique of U.S. military policies, not simply those of China. For years, the U.S. military has led &quot;train and equip&quot; programs through much of Africa. We&#039;ve seen many of these U.S.-trained soldiers defect to rebel groups or become members of counter-insurgency operations, enabling violence against civilians. The U.S. has also provided weapons through Foreign Military Financing (FMF) and other arms transfer agreements to countries like Uganda, which are then used to oppress citizen unrest.
