Winny Chen

Joined Human Rights First in 2011

As Pennoyer Fellow/Senior Associate in the Crimes Against Humanity program, Winny Chen is responsible for researching and executing strategies to influence U.S. policy on a variety of international human rights issues, with a special focus on combating genocide and other mass atrocities.

Prior to joining Human Rights First, Winny was a policy analyst and manager of China Studies at the Center for American Progress, a progressive think tank in Washington, DC. Her articles on U.S. foreign policy and U.S.-China relations have been published in major periodicals, including Philadelphia Inquirer, Christian Science Monitor, Washington Times, and the Guardian. Before the Center for American Progress, Winny worked as a litigation paralegal in the law offices of Winston & Strawn, LLP.

Winny is a graduate of Georgetown University. She earned a Master of Arts with academic honors in Security Studies from the Edmund A. Walsh School of Foreign Service and graduated magna cum laude with a Bachelor’s degree in English and Government.
