Shara Kaplin
Deputy to the Executive Director
Joined Human Rights First in 2006

Shara Kaplin serves as Deputy to the Executive Director. She serves as a liaison between the executive director and HRF directors regarding policy issues, program plans, recruitment issues, working group and committee activities and internal communications. She serves as an organizational resource on problem solving. She brings a level of management excellence to the Executive Department by facilitating the interchange of ideas and resources, setting clear objectives, and evaluating results against agreed-upon standards.

Prior to joining Human Rights First, Shara worked for more than ten years as a media consultant, campaign manager, fundraiser and spokesperson. For four years she was a Senior Vice President at MacWilliams Robinson & Partners, a leading Democratic media consulting firm. More recently she served as campaign strategist to the Progressive Democratic Party in Bosnia’s 2002 national elections and managed communications on a USAID-funded project in Mexico City. Shara holds a Master’s degree in Public Administration from the John F. Kennedy School of Government at Harvard University and a B.A. from Carleton College.
