Ashley Kaper

Managing Attorney (HOU)

Ashley Kaper is a Managing Attorney with Refugee Representation in the Houston, Texas office where she oversees the pro bono legal representation of indigent asylum seekers.  She provides support to volunteer lawyers from law firms in the Houston area who represent asylum seekers at all levels of the system.

Prior to joining Human Rights First Ashley was an immigration attorney at the Bronx Defenders, where she advised noncitizens on the immigration consequences of contact with the criminal justice system and represented clients with affirmative applications and those seeking relief in immigration court.  She has also worked along the Arizona/Mexico border, training detained noncitizens on how to represent themselves in removal proceedings.

Ashley has a bachelor’s degree from Barnard College and received her J.D. from the University of Arizona School of Law.  She is admitted to the New York bar.
