James W. Ziglar
James Ziglar is senior counsel at VanNess Feldman, LLP and a senior fellow—and board of director—at the Migration Policy Institute (MPI). He retired in 2008 as president and CEO of Cross Match Technologies, Inc., a leading provider of biometric technologies. Before joining Cross Match Technologies, Inc. in August 2005, Jim was a managing director and chief business strategist at UBS Financial Services, Inc. in New York. Jim has over 17 years of experience in investment banking and more than 14 years as a practicing attorney. He left UBS in 1998 to serve as Sergeant at arms of the United States Senate. Afterwards, he served as the last commissioner of the Immigration and Naturalization Service (INS). Before re-joining UBS in 2004, Jim served as distinguished visiting professor of law at The George Washington University Law School and a resident fellow at Harvard University’s John F. Kennedy School of Government Institute of Politics. Earlier in his career, Jim was a law clerk to Supreme Court Associate Justice Harry A. Blackmun, and served as an Assistant Secretary of the Interior in the Reagan Administration.
Jim serves on the board of ImmigrationWorks USA, the Radiation Effects Research Foundation (Hiroshima, Japan), the Water Science and Technology Board of the National Academy of Sciences, and the Harry A. Blackmun Scholarship Foundation. He previously served as a board of director of the National Immigration Forum and Dui Hua Foundation. He was also a member of the MPI-convened Independent Task Force on Immigration and America’s Future.
He is a graduate of The George Washington University and its law school.
