Did Chertoff lie to Congress about Guantánamo?

Just read about this on GlobalGrind.com....Chertoff most certainly does need to be asked some tough questions...his knowledge of the torture at Guantanamo Bay makes him guilty by association...isn't this how the law of parties goes in Texas and why kenneth foster will be wrongly executed???
