Former President Jimmy Carter and Louise ArbourHuman Rights Defenders Policy Forum

The 2006 Human Rights Defenders Policy Forum brought human rights defenders from 20 countries around the world to the Carter Center in Atlanta on May 23 and 24, 2006, to discuss the central role of human rights activists during transitions to democracy. “Beyond Elections: Defending Human Rights in the Age of Democratization” was co-chaired by former U.S. President Jimmy Carter and United Nations High Commissioner for Human Rights Louise Arbour. Joining the discussion was Special Representative of the UN Secretary-General for Human Rights Defenders Hina Jilani, as well as representatives from numerous U.S. and European human rights organizations. The Human Rights Defenders Policy Forum project grew out of a November 2003 conference convened by the Carter Center that sought to examine the protection of human rights in the context of the “war on terror.” It is envisaged that every year the Forum will address new topics of concern to human rights activists around the world.

Most importantly, the Forum provides defenders regular opportunities to present their concerns and recommendations directly to major international news organizations and senior U.S. policy makers, whose decisions affect human rights conditions around the globe in ways that are often overlooked in the policy making process.
