Thirteen Organizations Send Letter to Guatemalan President Encouraging the Investigation of Illegal Clandestine Groups

Human Rights First joined twelve other organizations in sending a letter to Guatemalan President Oscar Berger discussing the creation of a commission to investigate illegal and clandestine security groups.

The commission, known by its Spanish acronym as CICIACS, originated as an initiative from diverse sectors of Guatemalan society as a way to, with the help of the international community, dismantle the clandestine groups that operate within the country and appear to be responsible for a climate of violence and intimidation.

Because the Guatemalan Congress has not yet approved the creation of CICIACS, the letter encourages President Oscar Berger to exhibit strong leadership and firm support of CICIACS.
