Hate Crime Report Card
The Hate Crime Report Card is a unique online tool that examines hate crime laws and monitoring and reporting systems in the 56 states that comprise the Organization for Security and Cooperation in Europe (OSCE).
A systematic inspection of each country shows that a majority of governments get a poor grade in their efforts to tackle hate crimes, as only 13 of the 56 OSCE member states are fulfilling their basic commitments to monitor hate crimes. The individual country assessments provide details on the monitoring and reporting mechanisms present and describe the legal framework applicable to crimes of violence motivated by prejudice and hatred.
The Report Card complements the findings of the annual 2008 Hate Crime Survey.
