Background to the February
2003 Elections:
The Candidates
When the election took place on 3-7 February there were 43
candidates. Candidates were fairly evenly spread out among
regional groups:
- 10 candidates from Africa
- 6 candidates from Asia
- 8 candidates from Latin America
- 12 candidates from Western Europe and other States and
- 7 candidates from Eastern Europe
22 candidates were experienced in national criminal law and
21 candidates are experienced in international law.
There were 10 women among the 43 candidates.
The
list of official candidates and their resumes and statements
were made public. Most of the candidates answered a Questionnaire
submitted by NGOs. To see their answers click here.
Human Rights First did not take positions for or against
particular candidates in the election. Human Rights First did however produce
suggested criteria by which the qualifications of candidates
might be assessed ICC [In

summarizing the backgrounds of the candidates.
Prior to the election, Human Rights First had been active
in promoting the nomination of the most highly qualified candidates,
including women candidates, through a transparent and consultative
process at the national level. Click
