Program Areas
at Human Rights First
US Law & Security
After September 11th, 2001
Almost immediately after the events of September
11, 2001, Human Rights First began working to ensure that human rights and civil
liberties were not compromised in the rush of fear and anger that followed the
attacks. As the magnitude of this work became clear, we designed a permanent
U.S. Law and Security Program to focus on five areas of U.S. law and policy:
the use of security-related detention and interrogation outside U.S. criminal
and international law; the expansion of intelligence gathering efforts and their
effect on liberty and privacy; the treatment of immigrants and non-citizens in
the United States; the public availability of information about U.S. government
policies; and the impact changes in U.S. policy have on the protection of human
rights around the world. Today, it is no longer possible to view these changes
as aberrant parts of a short-term response. The goal of our U.S. Law and Security
Program is to challenge these changes, and more broadly, to promote a greater
understanding of and respect for human rights in U.S. national security policy,
through a combination of policy-relevant research, analysis, and advocacy. More»

in the United States
The U.S. Asylum Program is committed to advancing
the rights of refugees in the United States. To achieve this objective,
the Program strives to win asylum for individual refugees through
pro bono work, by ensuring access to asylum, by advocating for asylum
procedures and by pressing for U.S. compliance with international
refugee and human rights law... More»

Rights Defenders
Lawyers, activists
and organizations working to defend human rights around the world
are often the targets of threats, harassment and attack. In many
cases human rights defenders are persecuted by state officials or
institutions, or by individuals acting with state complicity. In
cases of violent attacks or threats, a culture of impunity often
protects the perpetrators from being held criminally accountable.
Such impunity in any society implicitly sanctions the targeting
of human rights defenders and weakens the rule of law...

| International Justice & The ICC
Human Rights First’s commitment to establishing
an effective international justice system goes back to the early
1990’s when we played a critical role in establishing the
criminal tribunals for the former Yugoslavia and Rwanda. Ever since
