in the Great Hall at the House of the Association of the Bar of the City of New York

WHAT: The effective U.S. moratorium on admitting refugees has left over 20,000 in limbo incountries all over the world, and the Bush Administration is considering lowering the number of refugees it permits into the country in 2002.  This panel was planned before September 11, but has a range of concerns to consider in its wake.
