We seek to reduce the incidence and duration of mass atrocities by developing practical policy approaches for the U.S. government and other international actors.
Starting in 2008, the Crimes Against Humanity Program advocated for reductions in the flow of arms to Sudan as one way to change the military and political dynamic in Darfur and enhance the prospects for a successful mediation process.
In 2009, we expanded our efforts to address the range of external actors—governments, commercial entities, and individuals—whose goods and services enable perpetrators to wage attacks against civilians. Such goods might include arms, ammunition, and jet fuel, while such services might include financial transactions or purchases of natural resources that fund atrocities.
Those who provide such goods or services are “enablers” of mass atrocities. We advocate to the U.S. government and other actors that efforts to halt ongoing atrocities in Sudan, the Democratic Republic of the Congo, and elsewhere both take into account the role of enablers and include political and legal consequences for their actions.
