Red Cross Reports
A February 2004 report the International Committee of the Red Cross delivered to the United States warned that the abuse of some detainees in Iraq was “tantamount to torture.” The report, which was never meant to be released publicly, said that “high value detainees” were singled out for special mistreatment.
