Methodology
Immigration enforcement flights are documented using publicly available aviation data, informed by years of experience and tens of thousands of recorded flights. Flight data is cross-referenced with public records, media reports, communications with attorneys and family members, and observations from trusted partner organizations.
Tom Cartwright

ICE Flight Monitor builds on a methodology developed by Tom Cartwright, a former Executive Vice President at JPMorgan, who began tracking ICE flights in 2020.
Cartwright tracked over 40,000 immigration enforcement flights before transitioning the project under the name “ICE Flight Monitor” to Human Rights First in August 2025.
