The Hate Crime Report Card is a unique online tool that examines hate crime laws in the 56 States that comprise the Organization for Security and Cooperation in Europe (OSCE). A systematic inspection of each country reveals that 22 OSCE countries still have no express provisions defining bias as an aggravating circumstance in the commission of a range of violent crimes against persons. The individual country assessments describe the legal
framework applicable to crimes of violence motivated by prejudice and hatred.
