The Assembly of States Parties and U.S. lessons for an ICC rewards program

The ICC’s member states have discussed creating a rewards program that would enhance the court’s ability to locate and apprehend fugitives and end its reliance on a fickle form of U.S. support.

This briefing paper uses the U.S. government’s Global Criminal Justice Rewards Program – its rules, operations, and experiences – as a basis for discussing options for the Assembly of States Parties to create such a program. The costs, operational challenges, and political sensitivities of creating such a program are manageable and well worth the potential boost to the ICC’s important work.
